Neil Allen is Qunity’s Vice President of Operations, with 25 years of land development experience at Qunity. He oversees stream and wetland delineations, environmental design, construction inspections, and manages firmwide facilities, resources, and technology infrastructure. Leading Qunity’s IT and Support staff, Neil ensures that employees have access to cutting-edge tools and training to support their growth and performance. His extensive project portfolio spans municipal, commercial, and residential sectors, with expertise in site design, roadway design, grading, drainage, utilities, permitting, construction administration, and as-built acceptance. A passionate advocate for ecological design, Neil bridges civil engineering and environmental stewardship on every project. He earned a BS in Biological and Agricultural Engineering with a concentration in environmental engineering while advancing his career as a designer and inspector. He is SWITC certified and well-versed in legal stream determinations and surface water identifications. Neil’s background also includes serving as a City of Durham Public Works supervisor and consultant, overseeing a team of inspectors and delivering innovative, constructable solutions that meet municipal, ADA, and PROWAG standards.
